WTSR safety risk due to the fact that it is possible to log the same person on multiple site accesses at the same time. This can couse severe confusion and potentially cost lifes when accidents or emergencies happen on site and the location and workgroup relation is unclear.
The system should restrict the possibility to do site access logs unique for a each person.

Option 2 would be the best one even if this leads to a slightly awkward workflow as this will eliminate the possibility of booking the same person on different sites at the same time.

I would say Option Two is the best one. It might require a little more work but it removes the chance of someone being logged onto two different sites at the same time
